Understanding the Assessment

The MDI Regulator Assessment is designed to evaluate whether you can safely and effectively teach driving skills to learner drivers. This isn’t your typical driving test – it’s a rigorous evaluation that combines advanced driving demonstration, hazard awareness commentary, and practical teaching skills all rolled into one comprehensive assessment.

Before you can even book this assessment, you must have successfully completed your Certificate IV in Motor Vehicle Driver Training (TLI41225) through a registered training organization. Think of the regulator assessment as your final practical exam that transforms your qualification into a professional license.

The Three Critical Components

The assessment consists of three mandatory components that must be completed in sequence. Each component builds on the previous one, creating a comprehensive evaluation of your readiness to become a professional driving instructor.

Component 1: Drive Assessment

This is where you demonstrate your advanced driving skills in a manual vehicle for at least 25 minutes in medium to heavy traffic conditions. The standards are uncompromising – you must achieve 100% compliance with Australian Road Rules (any breach results in automatic failure) and 80% compliance with low-risk driving behaviors.

The drive assessment begins with a basic roadworthiness check where you’ll verify indicators, brake lights, warning devices, tire tread depth (minimum 1.5mm), and registration currency. This should take less than five minutes, and you can use The Driving Companion during this check.

During the drive, you’ll need to demonstrate confident and competent driving to novice driver standard based on the Competency Based Training and Assessment (CBT&A) program. The assessment follows Task 30 requirements, focusing on your ability to maintain perfect compliance with road rules while demonstrating the system of vehicle control that you’ll later teach to learners.

Component 2: Commentary Drive

The final 5-10 minutes of your drive assessment transitions into the commentary drive component. This advanced technique requires you to verbally describe everything you observe that could affect your driving while maintaining the same perfect standard of vehicle control.

Your commentary must demonstrate the hazard perception process by identifying:

  • The most relevant hazards or environmental changes requiring immediate attention
  • Actions you’re taking to reduce risk
  • Possible consequences of poor decision-making
  • Relevant road laws applying to each situation

You’ll need to showcase observation skills like regular mirror use, anticipating road conditions, and watching for other road users. The assessment also evaluates your awareness of traffic interactions, surroundings including pedestrians and cyclists, and vehicle handling skills including appropriate gear selection and smooth control inputs.

If certain hazards aren’t encountered during the drive, the Assessment Officer may ask additional questions to evaluate your understanding of safe hazard management techniques.

Component 3: Training and Delivery of Tasks

This component tests your ability to actually teach driving skills. You’ll be assigned one task from the CBT&A Task Index, which includes:

  • Task 9: Moving off uphill
  • Task 10: The simple U-turn
  • Task 11: The 3-point turn
  • Task 12: 90-degree angle park (front to kerb)
  • Task 27: U-turn in traffic

The component has two parts. First, you’ll verbally explain your training and delivery process for both an experienced client returning after license loss and a client with limited driving experience. Then you’ll select one scenario and actually deliver the training, with the Assessment Officer acting as your student.

You’ll be expected to demonstrate competence in planning the training session, providing clear introductions with learning outcomes, effectively demonstrating each step of the task, and providing constructive feedback. Most importantly, you must show that you can adapt your teaching style to different learning preferences while training students to CBT&A standard.

Critical Requirements and Standards

Several non-negotiable requirements apply to the MDI Regulator Assessment:

Vehicle Requirements: The assessment must be conducted in a manual vehicle with at least three seats and a passenger-side brake pedal. The vehicle must be roadworthy and registered.

Assessment Standards: You cannot pass with anything less than 100% compliance with Australian Road Rules during the driving components. The 80% compliance with low-risk driving behaviors is also mandatory.

Booking Process: You must submit the official booking form at least 7 days before your preferred assessment date via email to DIT.Licensingbookings@sa.gov.au.

Cost: The regulator assessment fee is $312, which is separate from your training course costs.

Preparing for Success

Preparation for the MDI Regulator Assessment requires more than just good driving skills – you need to develop advanced commentary abilities and teaching techniques.

Master Commentary Driving: Practice describing hazards, your responses, and the reasoning behind your actions while maintaining perfect vehicle control. This skill takes time to develop, so start practicing early during your Certificate IV training.

Study the CBT&A Tasks: Become thoroughly familiar with all five tasks in the assessment index. You won’t know which task you’ll be assigned until the assessment day, so prepare to teach all of them effectively.

Understand Different Learning Styles: Develop strategies for adapting your instruction to visual, auditory, and kinesthetic learners. The Assessment Officer will evaluate your ability to modify your teaching approach.

Practice with The Driving Companion: This is your primary reference tool during Component 3, and you’re encouraged to use it. Familiarize yourself with the task breakdowns and performance standards.

Assessment Process and Outcomes

The assessment is conducted by qualified Assessment Officers, either from the government or from RTOs that hold deeds with the Registrar of Motor Vehicles. If conducted through an RTO, they may provide the vehicle and trainer, but government Assessment Officers will use dual-brake government vehicles.

You’ll receive an Assessment Summary Outcome report at the conclusion, either immediately or via email. If you don’t successfully complete all components, you’ll only need to retake the failed sections in subsequent attempts, though there are limits on the number of attempts allowed.
